Does the 98 es have electronic suspension? If so, where or how do you control the shocks dampening factor? I was assuming it was the knob under the dashboard on the driver side, but someone told me that knob was for something else. What is it?

The knob under the dash on the drivers side controls the sound level for the beep when you use remote lock/unlock from the key.
On my vehicle the electronic sports suspension control is situated in the center console behind the transmission shift lever in line with the front edge of the seats and is a thumb wheel adjustment with four or five click settings.
Lift the bonnet and see if there are wires feeding into the top of the front suspension struts.
If not your version is not a G spec, fully featured model.
