Rollout of UK's '24x7 vehicle movement database'

This is a couple of days old but I haven't seen it posted here.

"A "24x7 national vehicle movement database" that logs everything on the UK's roads and retains the data for at least two years is now being built, according to an Association of Chief Police Officers (ACPO) strategy document leaked to the Sunday Times."

Well, I've been away for two days......but thanks.
I once read a Sci-Fi story where everyone had a kind of Bar Code on their forehead (in order that you could tell if you'de get on with them etc...but the comment about Faces not (YET) having numberplates rang THAT bell!
You read it here first? Government compulsory Bar-code-heads?
Guess we'll have to overload Swansea with WEEKLY change of addresses etc? Change your initials every other week, then....well, you get the idea?
