Seriously, effectively nobody. You'd have to use a piggy-back.
TECHTOM is the only software I've come across which allows the Toyota ECUs to be reprogrammed (with the use of daughter boards), and RCTS (Reg Riemer) in Canada is the only TECHTOM user I can find.
