Royal Muffler is a custom shop based in Chatsworth, California, will manufacture a custom system to order for you, but my guess it will be expensive even before you start talking shipping costs to the UK. An alternative and very similar system is made by Joe Z , also in CA and marketed through Sewell in Dallas who I know will ship worldwide, and although the shipping may again be expensive, the Joe Z is supplied from stock. I don't know of anyone manufacturing in the UK, although I guess there are companies that will for a price. The only othe option is Japan e.g. Toms, but with the current value of the Yen against GBP it's probably more expensive than from the USA.
Don't forget to factor in the additional insurance costs for the declared modification
Tanabe in Japan make a system for the IS-F that has twin outlet pipes that go through the rear bumper cover rather than having the four dummies. It's very similar to the one I imported for my IS 250 SE-L, except the outlet pipes are in the centre of the rear boxes whereas they're slightly offset for the IS 250.
However, this is only a back box system and not a complete twin pipe system like the JoeZ and Royal Muffler.
