Lexus ls430 2002 vsv p1651

Hi guys. 341000 miles ls430 2002

mechanic by trade so not overally frightened .

got code p1651 on the ole scanner. Now I realise this valve is located in the guts of the engine but, before I go pulling it to pieces I want to make sure this is the cause of the light being on. 

My solenoid valve top right of manifold is siezed open would this cause the p1651 fault code or is it DEFINATELY the one below the inlet manifold in the "V"

the one I thought was causing the issue was the manifold top right of engine solenoid valve but,reading the forum it would seem it's in the bowels of the engine .

I have the same fault is this due to carbon build up ?

as I had the same on an s4 (sack of sh**) audi  it was knockin due to build up did a terra clean and it was fine .
