The engine does rev when the steering is actuated to deliver the required power to the steering pump through the serpentine belt,The power steering leak will not affect the operation as long as you keep up the correct level in the power steering pump fluid reservoir.

btw please make sure the power steering leak doesn't " take out " your alternator through leaking .......  it did so on my Mk1 many years ago :w00t:

I had the noise thing on mine once, I topped up the power steering pump & it went (forever), take into account your power steering fluid is leaking so bound to be short on fluid.

Power steering lines can get bunged up after many years. I took them off my IS200 and blew them all out, there was lots of black gunge. After that the steering was so much better.
