Fuel filler drain hole?

I'm finding some water collecting around the bottom of the fuel filler surround after it rains.

 

At the bottom of the surround on the outside there is what looks like a drain hole but it doesn't seem to connect to anywhere. The inside of the surround where the water collects has nothing either.

 

Perhaps there is a fuel door seal missing?

It's a strange design - having a place for water to collect right near the filler.

Perhaps it's missing a gasket to seal the area, and it's just supposed to catch fuel drips?
