Two little pipes either side of timing cover

Hey guys, just wondering if anyone can tell me what the two little steel pipes on either side of the timing cover (top/front of engine) are for? They seem like should have hoses on them but dont, any reason for this?

 

Also I have my VSC and Traction lights on all the time, they only come on after you move car, anyone know why is this? Been sreaching net but struggling to find anything for an IS300.
