Mobile Phone/seatbelt Question

If you drive down the street on your mobile without your seatbelt can a policeman on foot report/summons you? Or do they have to stop you there and then and notify you?

Technically, yes - a vehicle can be reported for summons, and it's the owners responsibility by law, to prove who the driver was.

If he/she can't prove this, then the registered keeper will be summons to court (like a gatso)

However ..... in this case the bobby was probably only doing a vehicle check, and I would find it very very unlikely that he would report the car for summons, but don't qoute me on that - as I mentioned above, this still can be the case.
