2002 LS430 Earth straps

Hi

 

I am hoping someone can help. I am battling through some rough running and a couple of codes etc, but while changing bank 1 sensor 2 O2 sensor, I have noticed that I have what looks like a braided earth strap bolted to the chassis, in the same kind of area but dangling into nothing. 

 

Does anyone have any pointers as to where this should attach? I think this might be the final piece in my puzzle.

The braided strap should be fastened to an engine or transmission bolt. Without that the engine and chassis can be at different voltages. The engine will be slightly positive compared to chassis so feed back from any engine or transmission sensors will be higher than expected.
