Not sure but it Looks like what ever it plugs into should be bolted to the bodywork above where the plug is located.

Is there any optional extras that you have Not got on your car?, could be for an optional extra system/device that is not fitted but wired for.

I didn't buy the car new, so there are probably a number of extras not fitted, voice recognition for one.  Although as you say the wiring will be there.
