Altezza Front Fogs Not Working?

Just bought a new Altezza 4cyln Beams auto and the front fogs are not working. I need them to be working to get it thought the s.v.a. I have checked the fuse in the passangers side fues box I think it was number 7 and that was okay. I had a quick look on my manual beams and I can hear a relay clicking when I turn the fog lights on in that .It is located behind the fuse box in the passanger side fuse box. I swaped that with mine but it still is not working and the relay is not clicking in the fuse box. Have checked the bulbs in the fogs and they are fine but there is no live getting to them. Is there any more fuses or relays that I can check before I have to take the airbag and the steering wheel off to check the stalk itself?.

Also in need of a throtle control motor for 4 cyl beams manual does anyone know if it is the same as a Is200 u.k car and how much it would cost? Or if anybody knows anywhere where one is being broke?
