Is is beyond t-cutting? It's amazing how even quite bad damage can sometimes be polished out. I had a big scrape of blue paint over the corner of my rear bumper once. Thought it must have damaged my car's paint too. After about an hour of careful t-cutting there was no visible sign of damage.

that have took it down as far as the black plastic, totally removing my paint

A full bumper respray is not needed for that. I had a very similar mark on my rear bumper when I first bought the car. I used Chipsaway to get it repaired. Although they did a 'not so good' job on mine I'm sure a local spray shop could sort this out for you relatively cheapily.
