Brasso may work or it may not. Personally I prefer to use something like the 3M Headlight Restoration Kit like this one here.

The main thing though, it doesn't matter which way you get them clean but you need to finish off with a UV-resistant top coat lacquer or something similar for long-lasting results. If you don't, they'll be as bad again within a couple of months.
