HEADLIGHTS HID

Hi I have a Lexus IS300H 2015 model. My driver side headlights went and I bought some new ones. I replaced both sides and only the passenger side one works. I checked the fuses and found the driver side low beam fuse 15A blown so replaced it. But it blows every time I turn on the headlights. What could be blowing the HID headlight fuse as the passenger side is fine. Anyone face a similar issue? What issues blow the Headlight fuse?

The ballast/controller on that side may be faulty. I believe the ballast is attached beneath the headlamp unit.

Techstream diagnosis would be able to confirm what's wrong.
