There's an arch liner (or should be) but there's unlined metal before you reach it. Best to clean the nud off the metal - use something like an old credit card to avoid damaging paint.

I usually do this when cleaning the slide pins on the calipers, an ideal time as the wheels off the car and you can get into the wing to clean the mud out - also a good chance to scrub the felt(ish) liner

There is no liner there as John has said, theres a bit of a gap then the liner.

Yes it is.

My 2005 GS300 has rust on both sides - just where the lips trapped the dirt!

I souced 2 used panels and planned to replace both in the next couple of weeks.
