Green corners around speed symbol in HUD

Does anybody know what the green corners around the speed indicator shown on the HUD mean? I have seen it on several occasions when using DCC but other times it shows the speed without the green corners. Cheers

I think it indicates whether the speed you've selected is below the speed limit. If you set it to the speed limit I think the green bits go away. Make sense?
