No start, no engine management light on start either.

Bought a non running is220d for cheap as owner wanted rid and he thought it needed starter replaced but I put fresh Battery to it just to see for myself what issue was and discovered the engine management light doesn't come on when u put on ignition and vsc fault was coming up on dash and there was no click from starter atall. Checked over relys and fuses under bonnet but no success. Any ideas?

Can't get my scanner to work on it. Bypassed starter today and fuel pump and both working.
