GTE Wastegates HELP!

Hey all. Newbie here. 
Could someone help me with the wastegates on the GTE engine and what they do. 
I’m currently overboosting, hitting 17psi for a split second before fuel cut hits. It’s been decatted but the 2 inch restrictor is in the exhaust.  
I’ve checked most of the vacuum lines I can get to (heavy influence on turbo #1). 
I reckon it could be the hose that goes from the compressor to the wastegate actuator on turbo 1 but I can’t get to it. 
does anyone have any other ideas as to what could be causing the spike, and any ideas on how to get to the hose.  
I’ve tried and there is no room to manoeuvre at all.
