Not sure what you mean here, why are you going to get flashed by speed cameras if you don't have the ECU reprogrammed?

If the ratio of the new alloy and tyre is correct then the speedo should still show the correct mph reading - you could always invest in a GPS speed camera detector unit as they'll work out your speed via GPS so are more exact than the speedo (it usually +10% most of the time anyway).

You can get piggyback ECU's for the IS, Dastek do the Unichip and there are other units like the GReddy EManage, HKS FCON etc, they're not cheap though and need setting up properly on a rolling road - they won't give you a massive performance increase like you see on other cars - they do help if you have other mods such as induction and exhaust upgrades but don't expect massive leaps, maybe 6 - 10 bhp on a standard NA car? They work better with forced induction, ie in conjunction with a turbo or super charger.
