Has the RX actually been tested for the NCAP tests? I've read the brochure saying that it's been engineered to meet these standards... but I can't find details on the NCAP site.

As far as I know it hasn't been tested for Euro NCAP, but in the US it has been tested. I presume Lexus refers to this US test.
