You should be able to use something like Audacity from audacity.soundforge.net or even the Windows Sound Recorder if you've got it installed although that won't be able to save to MP3 whereas Audacity can.

You can get live stream rippers, have to admit never used them on Windows so don't know how well they work, only ever used command line mplayer for things like that on OSX.
