Failed Mot On Gs300 Mk 1

Hi all!! Just had my gs300 mk1 1994 mot'd and it failed on what the test station vac leek. This what happens: If you turn off the engine with your foot pushed down on the brake pedal, the pedal then comes up. The MOT station failed it because they say there is a vac leek. But if you pull off the vac pipe from the servo to non-return valve it hisses. can any body tell me if the pedal coming up is standed or have i got a problem.
