Would Is220 Alloys Fit Is200?

Yep shouldn't be a problem, DJ Wozza has 18" IS250 Sport alloys on his IS200 and it's fine. Only thing to beware of is that the rears are quite wide, so if your car is lowered not sure if you'll get any rubbing, but if standard height shouldn't be a problem at all.

Use the search facility as it's not the first time this has been asked. The 17" wheels from second generation will fit the first generation (IS200/300) if you remove the raised cast lug on the front vertical suspension arm. Use a grinder or file to take them off (I used a junior hacksaw followed by medium file), otherwise they'll rub the against the inside rim of the wheels. The 18" rims clear the lug.
