My IS300 is a 2002, with just under 57k on it, and was serviced May last year at 51k

the belt change on the 200 was revised from 10 yrs/100k to 6 years 60k, but I believe the 300 wasn't revised, so since its coming upto 60k and 9 years, should I have them done? also is it spark plug time now too?

yup, i would change everything at around 60k apart from the cambelt (100k).

check & replace it if required.

once you have got to the cambelt is it not worth just changing it anyway? or is it less of a hassle to get to than on a 200?

Think about the age of the belt, not just the miles...

on my to do list at the moment is full service including plugs and belts, new brake discs and pads all round, new darker headlights, and insurance is due end of july

i've just bought a mountain bike to get to and from work to save on fuel costs, should be interesting to see how much cash I can scrape together, altho headlights are lowest priority, and my brakes are ok, just squeaky mintex ones that I want to change rather than need
