Sportcross Rear Wiper Not Working

Hello everyone am new here. My lexus is300 sportcross rear wiper has stopped working, no movement and its stuck at about 15 degrees from its rest position. It just kind of grid to a half at first I could here the motor whine but not anymore. I suspect its a fuse problem but I just check all fuses and no answer and now I will try some lubrication.

Has anyone experienced this problem or know any ideas to help me out.
