Welcome to LOC, usually if there is a bolt there it's for a reason. That one looks like it holds that housing to the chassis - so yes you need it there. You can drill it out and see if you can then remove it or turn it or buy lend en extractor which would drill in and allow you to turn it.

All you can do is wait 14 days and see if the ticket comes through the post. He certainly won't get the registration wrong and 32 to 35 in a 30 will get you a ticket.

Did you line it up? Did you use a proper tool do do it?

Or thermostat not opening, or even head gasket gone. Have you checked the water level?

You just put the left/right mirror select button in the middle position.

Unfortunately, if somebody wants your car nowadays they will ask you ( not necessarily politely ) for your keys. They will do this by dragging you out of the car when you are stopped, maybe not voluntarily, maybe breaking a window at home at night and taking the keys if they can find them or otherwise asking you with a baseball bat ( other weapons are available ). So forget the alarms and get a tracker type device. Which one will depend on the level of cover you want, some are monitored for movement of the car others wait for you to wake in the morning and find the car has gone - it will probably by then be on a boat out of Tilbury in a container. Your choice ;)

It sounds like a fan, have you tried turning off the climate completely and make sure fan is set to off? Does it go when the car warms up or is it always there?

Yes. for removing the rain - but it's good at all speeds for stopping the noise ;)

Try cleaning the screen with a decent glass cleaner and then the wiper blade rubber with some meths. If this doesn't cure it either replace the rubber or put some Rain-X on the screen ( read instructions and apply as per the instructions ;) ).

Best way to check for a head gasket gone is to take it to a proper mechanic and they will do a gas check on the radiator. Phone and ask a local garage if they do them. Another tell-tell sign is oil in the water or water in the oil - the latter resulting in an emulsion on the underside of the oil filler cap. Although you may have got a service done, with the error codes and them not knowing what the cause is ( just making possibly expensive suggestions ). I'd be inclined to take it to someone who knows Lexus ( or Toyota ) for rectification of the error codes and maybe head gasket. Where are you based? Somebody may be able to reccomend somebody near you.

Are they building them again after the Japan earthquake? Worth asking as it only takes one part not available and they can't build the car.

I know what I'd do, I'd wait the 4 months and ask for a courtesy car in the meantime ;)

I don't think I'd want it if gets scratches polished out like that. makes you wonder about the competence of the dealer to either not notice them or think you wouldn't.

So you have bought a device that doesn't give you the settings you need to use it, or access to them, strange?
