    In my car this has turned out to be a filthy cabin filter that needed changing. Fan speed increased dramatically after the filter was replaced.

    Snap!! Sorry, I can't help but I have the same problem. With my car, if I close the passenger vents then the driver vents air flow increases. Are there more than one fans for the passenger compartment?
