W33ny

My power steering pump is constantly making the noise it normally makes when in full lock. Is hard steering too. Have replaced the seal in it which stopped the leak (which was original problem or so I thought) but started the pump noise after that. Hard to explain but does anyone understand that if so what's ya thoughts? Cheers
