Other stupid thought - is any possibility your local painter put a lot of filler or thick layer of paints into "corners" or "behind edges" of lamps pockets? Maybe somebody design bumper on low tolerance and additional 1mm of filler+paint ruined fitting?

Thanks a lot Ben for answering. Here is some pictures of the bumper. I don't think the painter did anything wrong. I think the bumper being aftermarket is hard to insert due the fact its aftermarket. It was indeed pricey and I don't get how its so hard to fit the lamps.
I think the designer of the bumper did some wrong here.
I got couple more questions. I tried to hot glue the mesh grill to the bumper but after one test drive it came out. I used lot of glue to get it working, but it seems it cant handle the wind etc. Any advices to get it to hold? What you think of these FOG LIGHT HOLE filler things. Those plastic filling pieces which you just put in the bumper to fill out the holes?

My lexus is 200 1999 bumper got wrecked up and I ordered new one from England. Carbon fiber TTE style aftermarket bumper and I have difficulties inserting my fog lights. I did paint job at my local painter who works with cars but he couldnt get the fog lights fitting, saying holes are just little bit too small. Do you guys have any advices how to insert them carefully so i wont harm thw bumper. BTW I need to order new fog lights due the fact my old ones got broke aswell.
I would be so grateful if I could get some advices for the fitting!
