If you have just had cam belt changed take top engine cover off and check timing marks are still ok

I have a mark 2 gs300 1998, can any 1 tell me what obd 11 scanner or software i need for my car? I have tried quite a few and they do not connect, even rac came out and their system did not connect.If any 1 has a link to buy 1 would be very helpful.
