It's a strange design - having a place for water to collect right near the filler. Perhaps it's missing a gasket to seal the area, and it's just supposed to catch fuel drips? -

I'm finding some water collecting around the bottom of the fuel filler surround after it rains. At the bottom of the surround on the outside there is what looks like a drain hole but it doesn't seem to connect to anywhere. The inside of the surround where the water collects has nothing either. Perhaps there is a fuel door seal missing?
