at a guess - like all these things! heater will only blow hot when water temp is hot enough to make a difference. the temperature is determined by one of two water temp sensors, one of which is mounted on the intake manifold.... my guess is that when they fitted your starter, they dislodged or removed the cable to the sensor. so re-connect it, and the hot should come on.

if you had one of the cheap manuals on CD, although not very good, they do give you an idea of where these things are.
