Child lock/"Child-Protector Lock" always on

Hello everyone,

I have a 2013 Lexus RX350 and trying to figure out the child lock feature for little while. I have located where the child lock or as Lexus calls it the "Child-Protector Lock" and have moved it to lock and unlock but either way, my son is not able to open the doors in the back. The car was in park and off when I switched it to on and off. What am I missing? Do these stop working at some point or am I doing something wrong?
