Scan Master Elm Program?

HEI FELLAS, hey guys...i own an is200(automatic) 1999 in Australia and im not 100% certain that the car is OBD2 compliant. Although it has 16 pin socket. does anyone here uses the program "scan master elm program with the device OBD2 elm327 v1.3"?? mine doesnt seem to work... here's the situation...this is what the program is telling me... "no connection to ECU --> LAST ERROR... unable to connect" "no connection to ECU --> LAST ERROR... BUS INIT...ERROR" all the help i can get would be much appreciated, i've been working on this for awhile and i still cant seem to figure out what's wrong. It's driving me crazy. cheers, Frank
