What number should it be set at? I can see that 0 seems to be the highest (ie, the higher the number, the more focused on the road surface the beam becomes, and thus the higher the number the more "down" the beam faces), but should it be set that high, or should it's "neutral" position be say 2, or 3?

I think it's just to be set at zero, that's the position they are set for MOT and if there is a load in the boot, passengers or towing a load that causes the nose to rise then you use the switch to bring the lights back down on the road.
