This makes for interesting reading but the jist of it is this.

On safe stretches of roads, your average driver realises it is safe to speed. The government rules say that if a % of drivers exceed the speed limit they can place a camera.

On a dangerous stretch of road, the average driver slows to below the speed limit, so as not enough drivers exceed the limit a camera can't be places.

In other words where it is dangerous to speed, with a greater chance of accident they can't place cameras, but in safe places they can.

Also consider the nutter, he's as likley to be caught in the safe places as a safe driver and as unlikley to be caught in the dangerous places as there are no cameras - so how are they catching the nutters?
