Clips For Rear Seat Belts

Can someone tell me, I have just got an RX and tucked in the side of the rear seats are these little clips that make the seat belt lower, which I assume is for kids so the seat belt goes across their chests and not down the side of their necks.

Does that mean with this device in place you no longer need booster seats?

As far as I'm aware they are there for comfort & a bit of safety to a degree (allows the belt to be in a comfy position and helps to deter kids putting the belt under there arm) a booster seat still has to be used for sprogs aged 3 and above, until they reach EITHER their 12th birthday OR 135cm in height
