98 Lexus Gs300 Limo Hard To Start.

Hello,

I am trying to figure out why our limo is having a hard time starting. I had a friend who is a mechanic scan the vehicle and he didn't receive any trouble codes. He mentioned that the data stream was a little sluggish so he wasn't sure if that was normal or not but it seemed consistent for all the sensors. Anyway, the issue is to get the car to start I have to cycle the key to ignition like 3 times and the crank it and play with the pedal to try and get it to start. Once it is started it runs like a champ. But getting it started is an issue. Starter cranks over well so thats ok and I have plenty of juice. Tried a boost box and made no difference.

He was speculating the idle control valve is letting to much air by or maybe not enough. He is a domestic mechanic used to working on carb and mustangs and american muscle cars. He used to work in a regular shop and is trying to help me. We are both kinda stumped how there is no codes present. It makes some noise like we can hear it moving and i speculate thats normal since it is a motor. However, who knows for sure.

How would we determine if this is the issue and or if there is something else with no codes being thrown?

Any help would be appreciated.
