Vehicle Battery Circuit Troubleshooting: Need Help

I purchased a '07 Lexus GS 450h and all electronic accessories work perfectly when the vehicle is turned on. I notice that whenever I turn off the car these accessories don't work:

Interior Lights, Horn, Keyless Entry, Door lock buttons on front and passenger door, Trunk opener, Fuel door opener,

These accessories do work when the car is off: Brake lights, seat electronics, hazards

The problem is somewhere in the Battery circuit from what I've been able to gather online.

Battery has been replaced with a known good unit. Car may have been in a flood. If anyone has any suggestions on where to start looking for a solution I would appreciate it!

Please tell us where and when did you buy the GS. Was it from a Dealer or was it a private sale?

Hi there, I purchased the vehicle from a private seller locally. He mentioned the problem & I got it for cheap, only 1,000 pounds. Everything is fine with the car except this. It only had one CEL but I took care of that already.

I figured it out, Fuse #12 DOME in the engine bay fuse box was missing.
