You can get HID conversion kits easily off eBay, which you may well know already. The bulb type for the IS200 is HB4/9006. Yes, the original headlight units are fine with HIDs in, it's a dead easy conversion (the HID bulb just plugs straight into place, with the HID ballast being connected to the existing headlamp wiring).

Colour is a personal preference, but I think that 6000K is quite common around here, a good compromise IMHO between brightness and looking cool :D . 4500K would be a bit brighter but a bit whiter too. 8000K would be less bright and more blue.

Er how cheap these have got in the past 12 months!

ebay linky

Very mate! VERY.

You may wanna pay a little more (£50-60) and get the kit from a UK supplier?

Mine were only £50. Looked for my Celica three years ago, best i could find was £500! Dealers still charge £500-1000 as an option on some new cars!

8000k is very blue and some police and MOT testers don't like it. On the other hand, some think it is fine. Borderline - so up to you. 6000k is the safest bet (like mine).

Although very easy to fit on your own - 10mins max if ya know what your doing. Beam pattern alignment should really be check by a qualified person with correct equipment (MOT centre).
