Hazard Light Flashing As A Thank You

Is the Hazard light flashing drivers do as a thank-you is any official document such as the Highway Code?

Or it is just mentioned to be used in an emergency / breakdown situation?

Although the hazard warning lights are used in this way by some drivers it is not what they are intended for........as the name suggests.

Hazard warning lights. These may be used when your vehicle is stationary, to warn that it is temporarily obstructing traffic. Never use them as an excuse for dangerous or illegal parking. You MUST NOT use hazard warning lights while driving or being towed unless you are on a motorway or unrestricted dual carriageway and you need to warn drivers behind you of a hazard or obstruction ahead. Only use them for long enough to ensure that your warning has been observed.

In a similar way the very common use of headlights to "flash" others out of side roads etc is wrong.

It's also a BIG annoyance to me when people towing a car leave the hazard lights going on the towed vehicle!!!! Just put an "on tow" sign on the back and leave the bloody hazards off!!! Winds me up even more when it's a proper recovery vehicle doing the towing as they should know better.

As mentioned it's not in the highway code, my first experience of it was bus drivers using it and then it slowly spread - does anyone know if it was something that bus drivers were actually told to do or did it just evolve?
