Stall On Start Up Is 220

Hi there and hello to everyone, new to forum and this my first post. I hope to get some advice with my querie

I just purchased a used Lexus IS 220 with 128000 km

It runs very smoothly at all times when warm. The problem is first start up in morning, the engine stalls immediately then re starts and will be lumpy until you can feel the high idle kick in. Then it's works fine. The problem is the high idle does not kick in on first start.

Any ideas where to start? I'll go at this myself. Any advice is much appreciated. Thanks
