Tensioner Pulley

Am currently in the process of replacing my timing belt, idlers, tensioners and water pump. Made a start on it tonight and got it all stripped down, just have to remove the timing belt and replace tomorrow.

Now had a good look in there and there is an odd looking bolt that a lug of the tensioner is resting against. I'm not sure exactly what it is, Torx or something of that ilk.

My question to you is does that bolt need to be removed to set the new tensioner or is there a way around it? If it does have to come out and go back in again, what is the tool and size required?
