Headlamps dithering

Hi guys, 

I've just bought a 2008 ISF with 42,000 miles on the clock, this car has got full dealer history and is in immaculate condition. I'm an ex Toyota technician and thought I'd as this question on here before I start taking the car to bits! 

I can't make out if this is a fault or a so called characteristic of the ISF due to it's harsh suspension, but I'm leaning towards a fault as I've had many cars over the years that's had HID / Xenon lamps. 

I can only describe this as dithering headlamps when going over bumpy road surfaces and was wondering if all ISF's do this? I know they are self levelling and I think they are constantly trying to correct there aim over bumpy surfaces, as we all know the ride on the ISF is rock hard so the car is constantly being bumped around when on uneven road surfaces, it's like the ball of the light is on weighted springs and it's constantly dithering but only on rough roads. Any thoughts please?

******New information******

Just been on Google and found someone else with the same issue which was posted on this a Forum and they said it went into Lexus for a headlamp calibration and the wobbling lamps was rectified!
