2011 ct200h horn conundrum

I have just had work on my nonfunctioning horn. The dealer replaced the spiral cable for a lot of money and since I got my car back, I'm pretty much convinced that it may still not be working properly. But I am here to see if any other 2011 owners of this car could confirm for me that the horn works or doesn't work when you press top dead center of the horn, let's say with just your index finger. The reason I asked this is that I went to slam on my horn when someone cut me off and I happened to hit that part of the horn pad and gotten nothing. After driving it for 13 years, I can't remember if that was a dead area at any time.

My Lexus dealer tells me that it only works on the two sides and the bottom, that mechanically there's no position at the top that works. The other day I actually pulled over a 2013 CT owner who pushed on his horn gently as I described, and it did, in fact, work. Might they have changed these horn contacts between the model years of 2011 and 2013 or am I just imagining this? Does anyone have any suggestions?  Thanks.
