Some Pc Advise Needed

This is for my brother but the story goes

He switched the pc off at the mains whilst it was on, by accident,

The pc never switched on again after that

Apparently there is a visible red fuse in the back of the pc which needed replacing?

The pc now switches on but when it starts up all he gets is a completely black screen with a few dots along the top left of the screen

like so ........

Its like its in safety mode or something any ideas what it could be or how it can be fixed?

I'd appreciate your help

if it's on Windows XP you can try pressing F8 key to try for safe mode, whilst it's booting up.

Assuming it goes through P.O.S.T mode?

Sounds like your system has lost the BIOS Boot Order, the white dots usually means the system is searching for a mass storage device( ie HDD) to boot from

Check your BIOS for the settings and see if your HDD is in the boot settings

Most of the PSU's have a Voltage selector on the back rather than a fuse, make sure it's a fuse and not the selector
