I ordered my new Lexus IS 220D SEL 6 weeks ago and have been told it will be here at the end of June, just one question as none of the dealers had an SEL to look at, does the SEL still come with electric rear blind and illuminated scuff plates?? It does not mention this on the website or the brochure??

Yes the SEL does have the electric rear window blind and illuminated front scuff plates. This is according to an official Lexus UK document entitled "IS Minor Change (Model Year '09) Overview".
