Rx 300 Auto Box - Lock Up?

Hello Forum I've recently bought a 04 plate 300 se-l, after many years of Range Rover ownership and am still learning the ins and outs. Can anyone tell me if the auto box is supposed to 'lock up' in 5th gear at a certain road speed? I feel I'm doing quite high RPM at motorway speeds and when I play the thottle pedal the RPM rises and falls instantly, leading me to beleive its not locked up. At 80mph I'm doing over 2300 RPM. In addition the Range Rover benifits a great deal from an oil and filter change on the auto box, yet the Lexus manual and sticker on the dip stick advise this is not necessary? Should the oil and filter be changed? My car has done 59,000 miles with a full service history. Many thanks.
