Has Anyone Else Had Paint Problems?

Has anyone else had the same look on their bonnet?

I have used 2500 wet and dry on a third of the bonnet and see if those scratches can be shifted.... and for some reason they seem that they are under the lacquer but they can still be felt with the nail.

I even tried 1500 grit and had the same outcome. Still there haunting me.

Only managed to remove them like 60%

I think the previous owner has sprayed lacquer on top of the lacquer and had a reaction... had some material which looked like lacquer over spray (dull look) on half of the wings which I cleaned with claybar and compound with rotary so the wings are really good with no problems. But it seems that the bonnet got the beating.
